Relations between the Palestinians and Washington soured last month after Trump announced the U.S. would recognize Jerusalem as Israel's capital, generating outrage across the Arab world and concern among Washington's Western allies.

"Ismail Haniyeh, chief of Hamas' political bureau, in an official letter told Salim Zanoun, chairman of the PLO's Palestinian National Council, that the party will not participate in the central council meeting next Sunday and Monday", said Palestine's official radio station. Earlier this month, Palestinian leaders said they will not be "blackmailed" after Trump threatened to cut aid worth more than $300 million annually to force them to negotiate.

Hamas signed an agreement previous year to reconcile with the Palestinian Authority, but the pact has not been implemented as gaps remain over issues that include Abbas's demand that the group's militia surrender its weapons.

He also said he advocated only "peaceful popular resistance".

Israel says it would welcome the United States as a mediator but a USA bid to revive negotiations, led by Trump's adviser and son-in-law, Jared Kushner, has so far shown no progress.

Addressing the future role of the United States in the peace process, Abbas said: "We will not accept the U.S. as a mediator after what they did".

Former Israeli Foreign Minister Tzipi Livni was among the first Israelis to react, branding Abbas' address an "extremist speech". "Our health services offer a life line, quite literally, to vulnerable women and children, the sick and the elderly", he said.
