The white paper argues that China, as one of the closest continental states to the Arctic Circle, has a wide-ranging economic and environmental stake in the region.

BEIJING-China planted a new flag in the Arctic, issuing a strategy paper that outlines its ambitions for a region where a warming climate is creating new opportunities for shipping and resource extraction.

China vowed to participate in Arctic affairs in accordance with the basic principles of "respect, cooperation, win-win result and sustainability".

The Chinese White Paper set out China's goals as "to understand, protect, develop and participate in the governance in the Arctic" to safeguard interests of all countries and promote sustainable development.

The white paper shows China's intention of building a "Polar Silk Road" which would involve shipping roads in the region and has pledged corporate governance for the same.

Xi first raised the idea of the "Polar Silk Road" in Moscow a year ago, unveiling a series of plans with Russian Federation in the Arctic that would be incorporated into the ever expanding "Belt and Road Initiative", a trade and infrastructure strategy spanning Asia, Africa, Europe and now Latin America. "While pursuing its own interests, China will pay due regard to the interests of other countries and the broader global community".

China will also regulate and manage Arctic-related affairs and activities within its jurisdiction in accordance with the law, steadily enhance its ability to understand, protect and develop the Arctic, and actively participate in worldwide cooperation in Arctic affairs.

The document said that Beijing will "enhance its ability to understand, protect and develop the Arctic, and participate in global cooperation in Arctic affairs".

Land territories in the Arctic cover an area of around 8 million square km, with sovereignty belonging to Russia, Denmark, Finland, Iceland, Norway, Sweden, Canada and the United States.

The White Paper released yesterday comes at a time when China's activities in the Arctic region have increased and expanded from scientific research to include those that are economic, particularly with Arctic shipping routes opening.

Vice-Minister of Foreign Affairs Kong Xuanyou, who briefed the media on the White Paper, dismissed concerns over China's intentions.
