"We believe it would be extraordinarily reckless for the committee to disclose such information publicly without giving the department and the FBI the opportunity to review the memorandum and to advise the (committee) of the risk of harm to national security and to ongoing investigations that could come from public release", Boyd wrote in a letter to House Intelligence chairman Devin Nunes (R-CA).

That dossier of allegations on Trump's connections to Russian Federation was completed for the Democratic National Committee and Hillary Clinton's presidential campaign.

Nunes reportedly granted FBI Director Christopher Wray access to the memo on Sunday at the request of Gowdy, a former federal prosecutor. The newspaper cites "three people familiar" with the memo. Some have made statements suggesting the memo confirms that premise.

Nunes' memo-which will either blow the lid on an abuse of power greater than Watergate or is a trumped up, partisan attack based on a willfully false misinterpretation of facts (depending on who you ask)-gained support over the weekend when it was revealed the president endorsed its release. It's unclear if the panel will also vote on that Monday evening. The speaker's move all but ensures that the Justice Department won't get much backing within the House Republican conference, and underscores the divide between House Republicans who are pushing for the memo's release and many Senate Republicans, who are urging caution and siding with the Justice Department. Susan Collins of ME and Lindsey Graham of SC both said they don't think the memo should be released.

"No one at the White House has actually seen the memo, so it would be hard for us to make a decision, or to speak about it before that would take place", Sanders said at a daily press briefing. The Washington Post reported that he has indicated he would release the memo over the Justice Department's objections.

House Democrats have insisted that the memo is an attempt to undermine the FBI and Robert Mueller's investigation.

Releasing the memo has become a cause for conservative congressional Republicans, who say the FBI and the Justice Department pursued the investigation of possible Russian ties to the Trump administration under false pretenses. Democrats on the committees are contending they were not invited to the briefing.

Ryan will defer to Nunes on the memo's public release "and process", AshLee Strong, a Ryan spokeswoman, said on Monday.

The House Intelligence Committee should release a memo alleging Foreign Intelligence Surveillance Act abuses by the FBI - but the bureau should look at it beforehand, Rep. Trey Gowdy said Sunday.
