Trump also announced he is making sure the USA military detention facility at Guantanamo Bay remains open.

But the vast majority of those re-engagements occurred with former prisoners who did not go through the security review set up under Barack Obama. So today, I am keeping another promise.

"In the past, we have foolishly released hundreds and hundreds of risky terrorists only to meet them again on the battlefield, including the Isis leader, al-Baghdadi, who we captured, who we had, who we released", he said, referring to Islamic State group leader Abu Bakr al-Baghdadi.

Obama was never able to completely close the facility, partly because congressional Republicans blocked efforts to move particularly risky detainees who were considered future terrorist threats. It reportedly holds 41 detainees.

The new order instructs Defense Secretary Jim Mattis to develop recommendations within 90 days for handling suspected militants captured overseas, including procedures for possibly bringing them to Guantanamo.

On top of the new GTMO policy, Trump noted that United States forces and allies in Afghanistan have "new rules of engagement" - meaning they are now allowed to use more violence against residents of the country they deem to be enemies.

One anchor, Dmitri Nizovtsev, was detained by police during the raid, according to video broadcast by the gheadquarters. Independent radio station Ekho Moskvy reported after his release that Navalny had not yet been presented with a charge.

Both the Bush and the Obama administration also believed that the prison had become a recruitment tool for terrorists and sought to whittle down the population through an aggressive slate of transfers.

"While I believe opening Guantanamo after 9/11 was necessary, the detention facility had become a propaganda tool for our enemies and a distraction for our allies".

"We're gonna load it up with some bad dudes, believe me, we're gonna load it up", Trump said in the campaign trail.

As suspects deemed risky may be subjected to indefinite detention without charges of trial in the prison, the facility is largely criticized by domestic and global watchdogs as violating human rights.

In the wake of 9/11 attacks, Washington opened a detention center for terror suspects at the military base at Guantanamo Bay.

He has the backing of a vocal group of prominent Republicans, including Sens. While some of Trump's top advisers advocated for a tough detainee policy that might expand the prison's use, many other officials have argued that Guantanamo has proved cumbersome and problematic.
