Neemat Mohsen, who heads the local women's office in Saqba, another town in eastern Ghouta, told the Associated Press that in some shelters 350 or more people live with no running water and no electricity.

It says shelling and air strikes have killed 659 people in eastern Ghouta since February 18, making the offensive one of the deadliest of the war, while rebel shelling of Damascus has killed 27.

The main rebel units actively holding territory in Eastern Ghouta are the Islamist Jaish al-Islam and Faylaq al Rahman, which have taken part in peace negotiations in the past.

Rebels in Eastern Ghouta have survived years of siege but now are succumbing to a tried and tested military tactic of siege compounded with overwhelming bombardment.

The Britain-based Syrian Observatory for Human Rights said on March 4 that most of the captured areas were farmlands.

Encircled by government-controlled territory and unable or unwilling to flee, Eastern Ghouta's 400,000 residents have in recent weeks suffered one of the most ferocious assaults of Syria's civil war.

"After repeatedly delaying the passage of United Nations Security Council Resolution 2401, which demanded a 30-day cessation of hostilities across Syria, Russia has gone on to ignore its terms and to kill innocent civilians under the false auspices of counterterrorism operations", the statement from White House Press Secretary Sarah Sanders said Sunday.

Rebels have been forced to retreat and regroup in eastern Ghouta because of the Syrian government's "scorched earth" policy, a spokesman for the Jaish al-Islam rebel group said on Sunday.

According to Yevtushenko, twenty-four mines were fired at Damascus and its suburbs from Eastern Ghouta in the past day.

Rebels eventually withdrew from eastern Aleppo in late 2016 in a mediated deal, leaving to opposition-held territory near the Turkish border.

Meanwhile, French President Emmanuel Macron urged his Iranian counterpart, Hassan Rohani, to put the "necessary pressure" on the Syrian government to halt "indiscriminate" attacks on civilians in the enclave.

Assad said there was no contradiction between daily, five-hour humanitarian ceasefires called by his ally Russian Federation, and ongoing combat operations, noting that advances by government forces in the last few days had occurred during the truce.

Damascus and Moscow have accused rebels of preventing civilians from leaving.

The statement added United Nations convoys should be delivering aid to hard-hit populations in the region.

The UN's regional humanitarian coordinator for Syria, Mr Panos Moumtzis, sounded the alarm on Sunday over the increase in violence.

"Instead of a much-needed reprieve, we continue to see more fighting, more death, and more disturbing reports of hunger and hospitals being bombed. This collective punishment of civilians is simply unacceptable", he added in a statement.

The regime's capture of that city marked a turning point in the war, with Syrian President Bashar al-Assad taking back control of all four major cities in the country - with the help of Russian Federation.
