Ingy Sedky, the ICRC spokeswoman in Syria says most of the aid from a 46-truck convoy was delivered to the town of Douma in eastern Ghouta on Monday but the mission was cut short before the rest of the supplies could be unloaded.

France on Tuesday condemned the Syrian regime's continuous attacks in the Damascus suburb of Eastern Ghouta and urged Russian Federation and Iran to interfere to implement the cease-fire in the region.

The findings were reported by the U.N.'s Commission of Inquiry on Syria on Tuesday.

The president accused the UNSC of "manipulating humanity", saying that the global body only passes such resolutions to deceive the world that they are actually taking action against crimes committed against civilians. As President Macron said yesterday, we expect it to take real, concrete measures to bring an immediate halt to indiscriminate shelling and sieges against civilians.

The allegations raise further doubts about Russia's claims that its aerial campaign in Syria, which was launched in late 2015 in an effort to shore up Assad's position, and has reversed his fortunes in the seven-year war, primarily targeted militants and "terrorists".

Russian Federation has offered rebels and their families safe passage out of Eastern Ghouta, promising to protect insurgents from prosecution, Russia's Defense Ministry said Tuesday in a Facebook post.
