U.S. secretary of State Rex Tillerson has criticized China's model of economic development in Africa, saying it encouraged dependency and denied governments long-term democratic growth.

Tillerson, who departs later Tuesday for Ethiopia, also sought to contrast the US approach to Africa to that of China, which he says "encourages dependency" that undermines sovereignty on the continent.

"The United States pursues developed, sustainable growth that bolsters institutions, strengthens rule of law and builds the capacity of African countries to stand on their own two feet", said Tillerson.

Tillerson also lauded the progress Africa, as a continent, has made with democracy.

Tillerson heads to the continent with the Trump administration advocating cuts of more than a third in aid to African countries and programmes, along with deep reductions to global health initiatives.

In a speech Tuesday outlining the Trump administration's Africa policy, Tillerson said the United States is "eager" to lower barriers to trade and investment in Africa, whose largest trading partner by far is China.

Tillerson is also scheduled to meet with top officials in the allied nations of Chad, Djibouti, Kenya and Nigeria, some of which are helping in the battle against rebellions from jihadists linked to al-Qaida and Islamic State.

Terror attacks in Africa have claimed more than 1,500 lives in each of the past three years, Mr Tillerson said. But he said the Chinese approach has led to mounting debt and few if any jobs in most countries.

China is aggressively working to expand its regional influence, which is something of concern to US lawmakers.

In Ethiopia, for example, total USA investment of around $567 million, is dwarfed by Chinese investments, which are more than $15 billion, according to the State Department. "That includes freedoms of expression and association, an independent press, a robust and engaged civil society, a government that is transparent and accountable to all of its citizens, and a fair and impartial judiciary", explained Tillerson to African representatives in Washington. Another $110 million was earmarked for Ethiopia to help amid a drought, with the remaining $128 million helping Nigeria and the Lake Chad region nations.
