The president's move to impose punitive tariffs is meant to fulfil a campaign promise to protect the U.S. steel industry and bring back jobs to numerous blighted Rust Belt communities in swing states that helped elect him in 2016.

"We have to protect and build our steel and aluminum industries, while at same time showing flexibility and cooperation between those friends of ours on a trade basis and military basis", he said.

Looking outside of the steel industry, most studies estimate that a loss of jobs from industries that use steel and aluminum as inputs for their products could be far greater than the jobs boost for the metals industry.

Fox argued it was "doubly absurd" to target Britain with steel tariffs on national security grounds when it only provided the U.S. with one percent of its imports and made steel for the American military.

The U.S. Commerce Department is due to release regulations for the tariffs within 10 days.

Mr. Trump indicated that the tariffs would go into effect on Canada and Mexico "if we don't make the deal on Nafta and if we terminate Nafta because they are unable to make a deal that's fair". "I have a feeling we're going to make a deal", said Trump.

Sanders said Wednesday that there might be "carve-outs" - exemptions - 'for Mexico and Canada based on national security, and possibly other countries as well'.

Other countries would have to negotiate with US Trade Representatives (USTR) if they want exemptions from the steel and aluminium import tariff, Trump said as he vowed to slap "reciprocal tariffs" on countries like China and India if they do not match America's tariff.

"All countries will be welcome to discuss with the United States alternative ways to address the threatened impairment of the national security caused by their imports", a White House official said.

Zypries said the EU's Malmstrom was trying to solve the dispute through negotiations, adding: "There are still talks going on, things are in flux, so if you want you could say it's still about diplomacy and not war". The former real estate developer said politicians for years lamented the decline in the industries, but nobody was willing to take action. As a result, several companies expanded US production well before Trump's announcement last week.

But Trump took aim at Germany - the biggest economy in the European Union trade bloc - as a bad actor likely to face tariffs. "Steel is steel. You don't have steel, you don't have a country".

CGTN's Rachelle Akuffo spoke to Carlo Dade, director for the Trade and Investment Centre at the Canada West Foundation about USA steel and aluminum tariffs, and the signing of CPTPP.

Beijing said it was ready to retaliate in the event Chinese companies are hurt, but Friday's statement gave no indication of official action.

"And it is certainly not the right way to include Europe in that because we are friends, we are allies, we work together, we can not possibly be a threat to national security in the USA, so we are counting on being excluded".
