China constitution change allows Xi Jinping to rule for life

What Xi Jinping's power play means for China's economy

For India, observers say, Xi's continuation will have particular significance, especially in the backdrop of last year's 73-day-long Dokalam standoff where Chinese troops tried to build a road in the area claimed by Bhutan to reach close to India's narrow corridor connecting North Eastern states.

"The term of office of the chairman and vice chairman of the People's Republic of China shall be the same as the term of office of each session of the National People's Congress, and shall not serve more than two consecutive terms.".

The CPC announced the formation of Xi's thought for the first time at its 19th National Congress in October, hailing it as "the latest achievement in adapting Marxism to the Chinese context and an important component of the theoretical system of socialism with Chinese characteristics". "But from America's perspective, this administration has been very clear of pushing back against the Chinese threat".

China's National People's Congress voted Sunday in favor of a plan to abolish presidential term limits, making it possible for President Xi Jinping to stay in power indefinitely and cementing a dramatic shift in Chinese politics.

Since Xi assumed leadership of China's Communist Party in 2012, he has rapidly consolidated power to levels not seen since the era of Mao Zedong.

Shen told reporters that the party's 90-year history has led to a system of orderly succession to "maintain the vitality and long-term stability of the party and the people". One would write into the constitution the term "community of common destiny", also sometimes referred to as the "community of shared future" (命运共同体), an amorphous concept that places China at the center of a harmonious global community of peace and prosperity, in implicit contrast with the United States' hegemonic, self-interested control of the present worldwide system (China Brief, February 26, 2018).

That opening, followed by Deng's market-style economic reforms in 1979, ignited Western hopes that - despite the ruling Communist Party's insistence that it would never share power - China was destined to become a democracy.

Recent reports in Spain claimed Guardiola's agent, Josep Maria Orobitg , had flown to Manchester to complete the negotiations. Asked of his side's injury situation, he replied: "Some of them are better".

Together, the amendments underscore the altered direction China has taken under Mr. Xi. "Throughout history, only Chinese emperors and Mao Zedong had lifelong tenure until their deaths". There were just two people against it, three abstentions and one invalid vote. On Sunday, a controversial amendment to scrap a two-term limit on the office of the president was approved along with 20 other changes.

He Weifang, a law professor at Peking University, said that all the efforts to avoid life-long presidencies had been abolished.

"As an important content of the amendment, the inclusion of Xi's thought into the country's fundamental law reflects the common aspiration of the entire Communist Party of China (CPC) and all Chinese people of various ethnic groups". He said that the constitution of a country is not legitimate and real if it can be amended by the most influential people as they wish to.

While the reform and opening-up drive, which began 40 years ago, has made awesome progress, it brought major changes to the country's Constitution.

Another authorized a new investigative agency to step up the anticorruption drive that Xi has used to consolidate his control over the party.

"That doesn't bode well for hard reforms ahead: Will the CCP be able to raise the retirement age?" It is also noteworthy that one of the amendments specifically strips the State Council of the supervisory function the NSC will now exercise. Xi will practically be able to implement any policy he wants. It will be similar to what happened with Mao's Cultural Revolution, which was put in place from 1966 to 1976.
