According to a FDOT statement, the voicemail was not heard by an agency employee until Friday, March 16, after he returned to his office from an assignment. It was decided that no criminal charges would be filed as a result of the bridge collapse.

The FDOT statement does not identify "Tom", the employee with whom Pate was attempting to share his information.

"When you're doing staged construction like this, what you have to make sure is that at each stage that the structure is strong enough for the loads that are on the bridge".

Additionally, FDOT said that neither FIU nor the engineering firm ever warned them of any "life-safety issue". In the classroom, we learn about the design, the construction, the safety - that's a big issue - and here we're seeing it actually happening.

News reports said that because of a red light, various cars had stopped under the bridge, which had been lifted into place just days before it collapsed.

Investigators are still trying to determine why the bridge failed. At the time however, the engineer had not deemed it an immediate safety concern. Another theory that has been given is that construction workers were applying force to strengthen a diagonal member at the time of the accident.

That was the day after the span fell onto a busy eight-lane street near Florida International University, crushing people and cars.

So far, Miami-Dade Police Chief Juan Perez said Saturday morning, workers have retrieved two cars for a total of three bodies. Pedro Munilla, one of MCM's vice presidents, has been an avid contributor to prominent politicians, including Florida US Sen. "They were being tightened when it collapsed".

The bridge was nearing completion, similar to the south Florida bridge, and was planned to connect a residential area for students to walk across to get to Whitesboro High School. The other two include the Slide-In Bridge Construction, and the Geosynthetic Reinforced Soil - Integrated Bridge System.

During the news conference, officials were asked about possible cracks in the structure.

The batting has been efficient, with Manish Pandey showing his repertoire and Shikhar Dhawan's stellar white-ball form continuing. Like India , Bangladesh are also not at full-strength with Shakib Al Hasan's absence leaving big shoes to fill.

Police said four bodies are now in the custody of officials - the three recovered today and one person who died at a hospital.

The National Transportation Safety Board will lead the federal inquiry, and a team of investigators arrived Thursday night.

"Our first priority is getting to those victims", he said.

"We are working on the removal of two more vehicles".

"What really bothers me is with ABC, the benefits are so substantial that I would hate to see this accident lead to its reduced use", said Michael Culmo, a bridge engineer in CT who has worked on accelerated construction projects for decades.

The span had some kind of cables to help support it, and the bridge section that collapsed was attached to two smaller pylons at either end.

"Pictures from the scene of the collapse don't show a central tower". 'That's a question for them to answer'.

Accelerated Bridge Construction (ABC), unlike traditional methods of construction, streamlines the building process so that bridge projects can be completed quickly and cost-effectively.

Much of the funding for the $14.2 million bridge and its plazas and walkways came from a U.S. Department of Transportation grant. The engineer, Denney Pate, said there were cracks in the concrete.
