"It's an essential, important and historic decision, based on the meeting of IFAB two weeks back".

VAR promises greater accuracy through playbacks, which will guarantee the dutiful delivery of red cards, penalty awards, mistaken identities and goals.

Infantino said VAR evidently has shown that it reduces human error in the game and it makes football a more transparent sport.

Infantino said no one on the FIFA Council was against the decision, and added: "We didn't take it lightly".

Controversy has been stirred even by the most experienced VAR officials who have handled many more games than most referees who will work at the 64-game World Cup. "There is already a lot of confusion", said UEFA president Aleksander Ceferin, who insists that VAR will not be used in next season's Champions League.

Mr Dagha wished the Forward Group well and told them to continue with their winning pattern in getting bids for the FIFA World Cup-2018.

New York Rep. Louise Slaughter dead at 88
Under state law, New York's governor, Democrat Andrew Cuomo, has discretion over when to call a special election. In his statement , Senate Minority Leader and fellow New Yorker Charles Schumer called Slaughter a "giant".

He further added, "I am not at all against it but we must better explain when it will be used".

"We are not anxious at all, we are here to organise a football tournament, we are here to organise the most important football and social event in the world, so we believe football can bring people together", said Infantino.

The United States, Mexico and Canada formally submitted their joint bid to host the 2026 World Cup on Friday, as did fellow hopefuls Morocco.

One of the problems that dogs VAR, say its critics, is not the accuracy of its decisions but the time it takes to arrive at them.

In 18 months of trials worldwide, including at the 2017 Confederations Cup in Russia, Bundesliga and Serie A, reviews have often been slower than promised and communication has been unclear in the stadiums.

For years, Iraq has been busily building stadiums and pressurising stars and the sport's governing bodies to help them return to the worldwide fold.
