Stephen Paddock, the gunman who killed 58 people and wounded hundreds of others at a Las Vegas country music festival, had at least 12 rifles with bump stocks, according to law enforcement officials.

When attached to a rifle, a bump stock allows recoil action to move the weapon back and forth against the trigger finger.

In his tweet, Trump castigated the Obama administration for that previous ATF ruling, in effect criticizing his predecessor for not limiting firearms after years in which Trump assailed Obama as opposing gun rights.

The announcement comes a day before large numbers of protesters are expected to descend on Washington, DC for "March for Our Lives", a rally organized to push for stricter gun laws in the wake of the school shooting in Parkland, Florida last month.

If approved, the rule would state that "current possessors of these devices would be required to surrender them, destroy them, or otherwise render them permanently inoperable upon the effective date of the rule".

The Trump administration has formally proposed a complete ban on bump stocks, which effectively convert assault rifles into machine guns, on the eve of a nationwide protest for firearms control.

As reports suggest, global sanctions, in turn, have resulted in North Korea facing a possible crisis of foreign cash. North Korea had been silent on the proposed Trump-Kim summit since Trump agreed to the talks on March 8, 2018.

Republicans, in response to the Las Vegas shooting, blamed the Obama administration for the sale of bump stocks.

Attorney General Jeff Sessions announced on Friday that he is proposing rule changes that will ban bump stock-type devices, which are gun attachments that enable semi-automatic weapons to fire more rapidly. "BAD IDEA. As I promised, today the Department of Justice will issue the rule banning BUMP STOCKS with a mandated comment period", the tweet read.

Trump had ordered Justice to work toward a ban after the Florida high school shooting.

The Bureau of Alcohol, Tobacco, Firearms and Explosives published a new proposed rule on Friday, following Trump's instructions on February 20. The new DOJ rule will reclassify the gun modification devices, which are used to mimic automatic fire with a semi-automatic weapon, as machine guns, which are banned under federal law.

The ATF previously ruled that the devices don't fit the legal definition of "machine guns", which are illegal under federal laws, and that it could not restrict bump stocks without a new law from Congress. Manufacturers of the devices have letters from the ATF on their web sites to reassure customers that the devices are legal.
