The move, following Pruitt's completion of the Midterm Evaluation process, would weaken greenhouse gas and fuel economy standards for vehicle models for years 2022 through 2025. When the standards were implemented in 2012, the Obama administration set the bar high: automakers would have to improve the average fuel efficiency of their fleets to 54.5 miles per gallon by 2025, nearly double where fuel efficiency standards were at the time.

The action sets up the administration for a confrontation with California and a dozen other states that have authority under federal law to continue pursuing the Obama-era target. California's waiver is being "re-examined" according to the press release. Such a fight has broad implications because Oregon, Washington and 10 other states - representing more than a third of the country's auto market - follow California's standards.

Pruitt is a big proponent of states' rights to regulate themselves, but opposes California's push for greener cars. "These standards have cleared the haze and smog from our cities and reversed decades of chronic air pollution problems, while putting more money in consumers' pockets".

One thing these automakers say they do want is a more cohesive national set of emissions standards. The EPA will now work with the National Highway Traffic Safety Administration to develop new standards, which will then have to be proposed and subjected to public comment. Jerry Brown said: "This cynical and meretricious abuse of power will poison our air and jeopardize the health of all Americans".

A release from the governor's office notes the agency's own analysis shows the national clean auto standards benefit all consumers by reducing fuel costs and the environment by reducing greenhouse gas pollution.

The Trump administration on Monday announced that it would revise tough mileage-per-gallon fuel standards for cars and light trucks, saying the rules agreed to during President Obama's time in office were "not appropriate", reported the USA Today.

But some automakers have recently said that they aren't in favor of rolling back the standards that are in place.

The Obama administration drafted the CAFE standards to align federal policy with California's amibitious state policy.

House Republicans Fred Upton of Michigan, John Shimkus of IL and Bob Latta of OH welcomed Pruitt's "reasonable and achievable" move to rollback the standards.

In response to the EPA announcement, the Motor & Equipment Manufacturers Association (MEMA) said that while it supports adjustments to the 2022-25 CAFE standards, it does not support significant changes to the standards.

"Manufacturers need to sell vehicles that customers need and want today to fund the technological shifts and electrification and automation expected in the future", said a statement from John Bozzella, CEO of the Association of Global Automakers, an industry group representing the USA operations of auto companies.

The agency said in its decision that the regulation set under the Obama administration "presents challenges for auto manufacturers due to feasibility and practicability, raises potential concerns related to automobile safety, and results in significant additional costs on consumers, especially low-income consumers".

"The illegal rollback of achievable, common sense fuel efficiency and pollution standards for cars will result in higher fuel costs and more risky air pollution, including the carbon dioxide that drives climate change", he said in a statement.
