National Guard Colonel denies rejecting plan to send troops to border

Earlier this month, President Donald Trump signed a proclamation ordering National Guard troops be sent south to secure the U.S. -Mexico border.

The California troops are not among the roughly 900 National Guard troops now deployed along the border with Mexico in Texas, Arizona and New Mexico, which all have Republican governors.

But the Democratic Brown conditioned his support by insisting that California's troops have nothing to do with immigration enforcement.

Brown originally noted that he would support the deployment of national guard troops to the border, contingent that they not involve themselves in any way or support immigration enforcement efforts. The officials spoke to The Associated Press on condition of anonymity because they were not authorized to discuss the matter.

Trump had initially thanked Brown for agreeing to send the National Guard.

Bob Salesses, the Deputy Assistant Secretary of Defense for Homeland Defense Integration and Defense Support of Civil Authorities, said the request for California was to provide 237 troops. He said California could play a role in the future because the National Guard's mission is likely to expand before the Department of Homeland Security achieves what it considers "operational control" of the border. "Much wanted Wall in San Diego already started!" Salesses said that the California Guard would not perform those missions.

Evan Westrup, a spokesman for the governor, did not immediately answer detailed questions about the California's position on specific jobs that the Trump administration has proposed, like ground surveillance and vehicle repairs. He said that federal authorities were grateful for the support that they have, and that they would continue the discussion with California for future phases of the operation to "see if those fit better with sort of the results as we know them now".

While California may not participate in the current "level one" operation, Vitiello explained that the state may be interested in subsequent levels. CBP is also looking for support at ports of entry.
