The Chinese Commerce Ministry said State Council Vice Premier, Liu He, would arrive in the US on Tuesday for trade negotiations.

Meanwhile, the National Retail Federation expressed concern that the two countries' trade dispute would harm the US economy.

Ministry spokesman Lu Kang also said China appreciated tweets by Trump saying he would help ZTE Corp. get "back into business" because too many jobs in China are at stake after the US government cut off access to ZTE's American suppliers.

The United States is seeking to make a trade deal with China, White House economic adviser Larry Kudlow said on Tuesday as bilateral talks between the world's two economic powerhouses resume in Washington this week. China counterpunched with tariffs on a range of USA products, including bourbon and blue jeans. China, for its part, has stated that it is willing to buy more American goods and services to help reduce the trade deficit.

In a later tweet, Trump suggested the US and China were moving forward on the trade negotiations, but it was not clear how the ZTE case would fit into the bigger picture.

The Office of the U.S. Trade Representative (USTR) said on Monday that it will hold public hearings on the Trump administration's proposed tariffs on approximately 50 billion U.S. dollars worth of imported Chinese goods from Tuesday to Thursday.

"The President's Tweet underscores the importance of a free, fair, balanced, and mutually beneficial economic, trade and investment relationship between the United States and China". The block on ZTE was a heavy blow for the company but also hurt the US companies it buys from. They have been making hundreds of billions of dollars a year from the USA, for many years.

As part of this, they also entered into an agreement with the U.S. government.

ENERGY: Benchmark U.S. crude oil gained 13 cents to $71.09 a barrel in electronic trading on the New York Mercantile Exchange.

Senate Democrats also criticized the president for appearing to give in to Chinese pressure on the ZTE sanctions.

But Democratic lawmaker Adam Schiff cautioned against being too soft on the company, saying on Twitter: "Our intelligence agencies have warned that ZTE technology and phones pose a major cyber security threat".
