Trudeau said he spoke with US President Donald Trump last week and offered to fly to Washington and sit down with him to hammer out the "final details of NAFTA because there were broad lines of a decent win-win-win deal on the table".

The statement criticised the U.S. use of a national security justification as "improper" and said the tariffs will affect key USA industries, including the automotive, aerospace and electronics sectors.

And despite failing to convince Trump not to impose steel tariffs, Fox still hopes to convince them that "this is not the right mechanism to deal with" Brexit.

European Commission's president Jean-Claude Juncker said Mr Trump's action amounted to trade protectionism and Europe would respond with countermeasures.

"What they can do, we're able to do exactly the same", he said yesterday after learning of President Trump's decision when he was passed a note halfway through a speech.

The Prime Minister's Office said they "all agreed to continue to defend the Canadian steel and aluminum industry from unwarranted tariffs and to stand up for the best interests of all Canadian workers and businesses".

'We lose over $100 billion a year with Mexico, ' he said.

Ross also said the European Union was unwilling to speak about renegotiating trade deals until the Trump administration threatened them with tariffs.

"I have argued for the European Union and the U.S. to engage in a positive transatlantic trade agenda, and for the European Union to be fully, permanently and unconditionally exempted from these tariffs", she said.

Quitting Nafta would be yet another explosive and controversial trade move by the Trump administration.

"To be honest with you, I wouldn't mind seeing NAFTA where you'd go by a different name where you make a separate deal with Canada and a separate deal with Mexico", he said at the White House.

The tariffs were first announced in March as a security measure and believed to be targeting China.

House Speaker Paul Ryan, who is not seeking re-election, said he disagrees with the decision.

Europe had promised swift retaliation if it was hit with the trade penalties, and had warned it could quickly respond with 25% tariffs on United States products such as motorcycles, denim, cigarettes, cranberry juice and peanut butter.

The EU said it would take action through the World Trade Organisation, setting in motion a process aimed at settling the dispute over the penalties.

The EU move could heighten pressure on Washington. But companies in the USA that use imported steel will face higher costs. Tariffs will remain on imports from Japan.

Business leaders in Canada and the US predicted dire economic consequences as result of the decision, which was derided on both sides of the Atlantic.

German Chancellor Angela Merkel said the European Union would respond in a "firm and united" manner to the tariffs. Now that the U.S.'s three key allies are subject to the tariffs, they are looking at what to do next.
