"It is the water, it's the surge, it's the rain that effects and can kill you more than the wind can in a hurricane", FEMA Associate Administrator Jeff Byard warned on Saturday.

Volunteers from all over North Carolina help rescue residents and their pets from their flooded homes during Hurricane Florence September 14, 2018 in New Bern, United States. Forecasters said the torrents could continue for days, touching off disastrous flooding.

The state DOT said on its website that the two roads are expected to re-open by Monday morning. But it wasn't clear if that the route would remain open as the Cape Fear River kept swelling.

But authorities say they were better prepared this time in terms of evacuating and informing high-risk communities.

"I don't see any portion of the state of North or SC that's not going to be impacted in some way", said Cline.

The flash flooding could devastate communities and endanger dams, roads and bridge.

"There's too much going on", he told a news conference. "Work will begin when conditions safely allow", the company said on its website on Saturday. He said "if those shelters fill up, we will establish more shelters".

"At this time, things are moving as well as can be in the city", he said.

Still, there was some good news: Power outages in the Carolinas and Virginia were down to about 650,000 homes and businesses after reaching a high of about 910,000 as the hurricane plowed into the coast. The smell of broken pine trees wafted through damaged neighborhoods.

President Trump's disaster declaration for eight North Carolina counties frees up federal funding including grants for property repairs and low-priced loans to cover uninsured losses. "It's gotta go somewhere, and we want to be prepared to respond as quickly as possible", he said.

North Carolina must withstand more torrential rains, gusty winds, and river flooding from Tropical Storm Florence next week, but emergency leaders are already working on the recovery. "This is a 500- or 1,000-year event".

Desperate for gas to run a generator at home, Nick Monroe waited in a half-mile-long line at a Speedway station even though the pumps were wrapped in plastic.

"It's all kind of a blur", Monroe said. In the Atlantic Ocean, the Azores could get gusty winds and heavy rains from Tropical Storm Helene, and Ireland and the United Kingdom could get hit with the storm's remnants early next week.

As of noon, Emerald Isle had more than 23 inches (58 centimeters) of rain, and Wilmington and Goldsboro had about a foot (30 centimeters).

A preliminary rain total of 30.58 inches measured near Swansboro, N.C. appears to have surpassed North Carolina's hurricane rainfall record of 24.06 inches from Hurricane Floyd in 1999. Officials in Carteret County, North Carolina, announced on Saturday morning that two people had died on Harkers Island.

Renato Solidum, a senior official at the Science and Technology department, said people in northern Luzon experienced a super typhoon in 2016 and were not caught off guard.

Florence, once a fearsome Category 4 hurricane, was still massive.

Emergency officials had difficulty keeping up with the scope of the spreading disaster.

It has trapped people in flooded homes as citizen swift-water rescue teams from out of state join local emergency professionals around the clock to try and bring them to safety.
