The leaders of the two Koreas have begun their official summit talks on denuclearization of the Korean Peninsula and other issues.

This could be hard in South Korea, where many conservatives are deeply skeptical of North Korea's intentions and Moon's attempts to engage the North.

Kim and Moon had an impromptu second meeting in May.

Underscoring the challenges ahead, North Korea's official Rodong Sinmun said on Tuesday "the responsibility falls squarely on the United States" for the stalled nuclear discussions.

The official Korean Central News Agency (KCNA) issued a report Tuesday morning announcing Moon's visit.

Moon is hoping to engineer a proposal that combines a framework for the North's denuclearization and a joint declaration ending the Korean War, Seoul officials said.

The South Korean president - whose poll ratings have fallen in the face of economic difficulties - was accompanied by business tycoons including Samsung heir Lee Jae-yong and the vice chairman of Hyundai Motor. The complex is still closed, though Moon has expressed a desire to reopen it.

Earlier, Kim greeted Moon with hugs and handshakes as the South Korean leader landed in the North's capital with a mission to revive momentum in faltering talks between Washington and Pyongyang over denuclearisation and advance the prospect of formally ending the Korean War.

Carrying out other agreements, such as reconnecting severed inter-Korean railways and roads and resuming stalled past cooperation projects, would be hard, as it would violate USA -led worldwide sanctions on the North.
