The EU on Tuesday announced an emergency aid package worth two million euros to help victims of typhoon Mangkhut in the Philippines. The deadly storm lashed the islands with winds, rain and flooding that caused landslides and destroyed homes.

"Even if I said that there is a 99% chance that they are all dead, there is still a 1% chance that I am wrong - declares Mayor of Itogon, Victorio Palangdan - Rescue will continue until the orders us to stop the operations ".

Boats were among the biggest casualties of Typhoon Mangkhut in Hong Kong, with hundreds washed ashore, damaged or sunk, while at a yacht club the devastation was such that staff had to swim to work.

Since super typhoon Mangkhut hit the Philippines early Saturday morning, it has caused extensive damage and killed at least 66 people, with numerous deaths caused by landslides.

Dozens of miners and their families sheltering in a chapel were feared dead on Monday after a powerful typhoon swept through the Philippines and triggered a huge landslide that buried much of the remote community.

Twelve bodies have been recovered from the debris, local officials said Monday.

The death toll climbed to 20 as authorities found the body of a one-year-old boy who was swept away after his mother drove into floodwaters and lost her grip on him while trying to get back to dry land, and an 88-year-old man's auto was swept off a road.

The violent storm killed four in Shenzen, which is situated in China's southern province of Guangdong. It also said more than 13,300 hectares of farmland had been damaged. However, there were no reported deaths in Hong Kong, a city well prepared for tropical cyclones. Cebu province was not directly hit by Mangkhut but the massive typhoon helped intensify monsoon rains in a large part of the archipelago, including the central and southern regions.

The rescue involved some 300 police, soldiers, firefighters and volunteers armed mostly with hand tools raced to remove rocks, mud, debris and drain water from collapsed buildings, hoping to find some signs of life after 13 bodies were pulled out, Reuters reported.

"In times like this, miners from all over the region pitch in", provincial police chief Lyndon Mencio, told AFP, adding they are an asset because of expertise at tunnelling.
