The move is part of a wider effort by US President Donald Trump to curb Tehran's missile and nuclear programs and diminish its influence in the Middle East.

But traders and analysts say that figure could rise from December as importers use their waivers.

"[The] infrastructure allows European companies to avoid USA sanctions in the future ... long-term it's very worrying for the future of US sanctions infrastructure", Ashford said.

However, fears of a supply shortage have been eased by the Trump administration's temporary waivers for China and India and stronger oil output from Saudi Arabia and the United States, CNN reported.

Lord Lamont said the sanctions were aimed at bringing regime change in Iran by encouraging "discontent" among Iranian people.

Iranian Ambassador Gholamali Khoshroo said in a letter to UN Secretary-General Antonio Guterres that the "irresponsible conduct of the United States necessitates a collective response to uphold the rule of law".

Iran has strongly denounced the United States policy. If Iran fails to do this, he said, it would "continue down the path toward economic disaster". The U.S., Britain, China, France, Russia and Germany signed that agreement, along with Iran.
